High Court Delays Kenyan Troops’ Deployment to Haiti

The Supreme Court of Kenya has delayed making a decision on whether to permit Kenyan President William Ruto to dispatch Kenyan troops to Haiti.

The court has extended its previous orders that halted the mobilization of Kenyan police to Haiti on a mission approved by the U.N Security Council aimed at tackling gang violence in the Caribbean nation.
The final verdict on the matter is to be made by the High Court on Nov. 9.
Ekuru Aukot, a past presidential candidate, lodged a petition on Oct. 9 objecting the deployment of Kenyan forces, contending that the legislation permitting the president to do so contradicts several constitutional elements.
Aukot also censured President William Ruto for consenting to head the international peacekeeping mission while Kenya grapples with domestic security problems resulting from militant activities and, most recently, racial conflicts.

The U.N. Security Council resolution, formulated by the United States and Ecuador, green lights the force’s deployment for a year, subject to a review after nine months.
Thus far, the Kenyan national assembly has not arranged a discussion on the motion to deploy the contingent, which is estimated to consist of around 1,000 police officers. The mission, not affiliated with the U.N., would be supported by voluntary donations, with the U.S. committing up to $200 million.
The Prime Minister of Haiti, Ariel Henry, who requested international aid a year ago, has been implicated in the assassination of the country’s president, Jovenel Moise.

The specifics regarding when the deployment will commence and whether the Court will rule in Ruto’s favor remain uncertain. If the court disapproves of Ruto’s plan, it’s unclear what alternate courses of action will be open to Ruto or the United Nations.
The United States and Canada sought for over a year to locate a nation willing to lead the troops in Haiti. If Kenya cannot fulfill this role, will the United States or Canada step up to do so?
